May have found the issue, my windows monitor display was set to 150% (System > Display settings > 150%) Changing it to 100% seems to have fixed my issue, but it's not really usable for my monitor, 150% is the 'recommended' size sadly, at 100% everything is way too tiny. I have the 4k ProArt Display PA329C.
