Well to be fairly honest it can always be recovered, but if you want to have like a solid security that they won't reclaim the account I would look at the person/company you will buy the account from. The big names & big RWT'ers etc if they would sell you account they would most likely never re-claim the account. It should be like not worth at all for them to reclaim the account (as in it would harm their reputation to much).
