Its for climbing boots, the attack levels increase accuracy by 20%ish from 1 attack against one defense pures. Also, the attack levels allows you to get much higher range levels. I can get up to 67 range without leveling combat at all, and can get 77 range with 99 strength. Msb-obby maul is an insane stacking combo. Also allows me to hold down the 3spot at rock crabs, which allows up to 40k str xp/hour.

 

edit: the max hit is 39, which is just 2 less than a 1 attack mauler could hit.
