I can more than likely do it inside of a week but it isn't going to be cheap because it's a real grind. You're looking at 40m. Considering the account is 70 runecrafting I'll assume you have a graceful set?

Depends on the combat level of the account primarily because the appearance of the account seriously impacts one's ability to be accepted into a good team.
