I'm really not sure how this happened, but when I was 17, my account was limited due to being to young.  I don't quite remember how or why, but I owed Paypal like 11 dollars at one point, so they were calling me and stuff trying to get me to pay.  Well when I finally paid, they removed the limit, while I was still 17.  I guess the person I talked to messed up or something.
