What's the difference between the two. How do I know If i'm getting a perm ban or not?

2 day means you got banned for 2 days and you have a second chance. Don't bot if you get a 2 day. Perm is the result of botting after you got a 2 day ban and still botted

Clean IP = 2 day ban. Dirty IP = perm ban first offence.

 

If you get a clean IP, don't ever login on any of your old accounts that are linked to your old dirty one. There are more factors involved, I've seen cases where you can get banned 3 times before perm ban. I'll make a wild  guess and say it depends on how old your account and progressed your account is.

I can confirm this. In reality no one really knows Jagex's methods.

As far as I know I think they 2 day ban for a 'minor' botting offence, like auto clicking/alching but more advanced bots say a hunter bot is a perma.

I used a wc script back in 2013 and I got a 2 day ban on my main.
