I thought Deadman was going to have safe zones to handle any commerce, wasn't it? I only read the in game poll about it, I don't really know a whole heap.

Safe zones only guarded by 126 level town guard that only kill some person in some area. maybe you can trade near the guard safely,the problem is when you going out after trade
