To register a VPS you need a credit card linked to it, and you need a new credit card for every VPS. This is for people who need lots of VPS'es or who don't got access to a credit card.

Well then the VPS should all be priced the same, not be charged $50.

Nope, because you have to renewal for new VPS faster depending on which plan it is.
