Pretty sure that's just a global information message. Have you tried actually launching it?

what do you mean i launch osbot and get option for stealth or mirror and wen i click mirror that shows

And what happens when you click "Launch" with mirror mode selected?

It is a global message, it shows that for everyone, regardless of the fact if you are VIP. Load the Mirror Client and at one point you should get the message "Searching for client to attach to", that means you need to open another RuneScape client for the Mirror Client to attach to. Please let us know if you were able to load the Mirror Client correctly!
