Can someone please explain why my other account can't post for 4000 seconds?

I haven't even been able to post anything.

I log into the new domain/forum and try to post on the thread giving us the update. And it says:

Error: you have posted too quickly.

Then I go to mak a thread and it says, The administrator has limited the num er of new posts you can submit wihin a short time fram. Please wait 3906 seconds before replying or posting a new topic.

Can anyone help me out? I haven't posted anything
