From the feedback and post it's clear he traded with you so there's no need to check if his IP matches. I have requested him to reply here and placed him in the TWC usergroup. He has 24 hours to reply.

user messaged me on skype and said he was hacked after and that person used his paypal to buy over $2000  in goods . he says paypal is the one who opened the dispute with all the other disputes from the hack and he plans to plan us back after he sorts paypal.  now waiting to see if he will follow though with his plans 

@Fooshi failed to reply within the given timeframe so I went ahead and banned him. He can appeal once he has refunded you!
