One does not simply quit runescape.

About the ban rate question:

It is still very high, depending on the skill, area, scrip you use.

The best is if you choose a script, to read the threads of each script and see what other users used to comment.

 

I would start the account legit till you hit a few lvl's. Or maybe you even remember an old account you made? No matter if it has stats

Jagex monitores new accounts very close. (Keep in mind that this is my personal opinion)

Just bot smart, like not using a script that 24524 people uses. If botting wc for 5 hours, prob baby sit or join a minigame cc and talk a bit and then if botting again bot or a nother skill etc etc. I mostly use private scripts, never got banned.
