I would believe so.

People have had problems with the Random Events in previous versions, but I haven't seen a thread about it lately. 

As of right now every random is working for me besides Freaky Forester.

I think almost all of them are currently working, I'm currently doing around 8 - 10 hours a day inc partial babysitting and all of the ones that I've gotten have worked.
