Is there a way to boost the frequency and performance of intel i5-4690 processor from normal 3.5 GHz to 3.9GHz?

Are you referring to Turbo Boost? In which case, it will do it automatically if enabled in the BIOS.

Turbo Boost will only allow 3 of the cores to boost rather than all 4, this is for stability and voltage reasons.

To get all the cores to reach 3.9GHz, you would have to overclock the processor which isn't possible because yours isn't overclockable.

The 4690k cannot boost all four cores either, it's a stock factory setting.

The 4690 can't be overclocked at all, you cannot change the clock speed manually, whereas the 4690k can be overclocked which means you can get extra performance.

To put it simply, it won't overclock because the multiplier is locked.

A more complex answer, you could overclock with the BCLK. I wouldn't recommend this because it can cause the graphics cards, the motherboard north/south bridge, your RAM and the processor itself to become unstable.

Overclocking the BCLK is just a very bad idea.
