I dont get this -.- . Prepaid cc? lol

No its not prepaid meaning that no one use could have access to it physically, its safer in terms if you paypal ever got hacked, the person would not be able to withdraw anything. This service is mostly for students who dont have credit/debit cards.

Feel free to PM if you got any questions.

Opps, http://www.wikihow.com/Verify-a-PayPal-Account

Linking your credit card no longer verifies your account, but it can be used to lift sending limits and allow you to receive money. It will not grant you complete verification, however, meaning that you may still be charged fees that verified members are not.[1]

Lowering price and changing the verification :s

Could my title please be changed to: Lifiting you PAYPAL LIMITATIONS! [CHEAP & FAST]. thank you
