Explanation:

He said he would sell me a VPS and teach me how to set it up etc in 20mins. After I sent him the money in paypal, he started taking so long to reply on skype, and he eventually just went offline. After I opened this dispute, he claimed that he was "sleeping". Something fishy is going on and I think that he was planning on scamming, then deciding later that it was not worth it to scam me for 4USD. Anyhow, I expect a full refund to be given.

To comfirm its indeed him on skype, I asked him to pm me osbot, which he did:

 

Shows him comfirming that i paid him on paypal  and him promising it will be "fast" and in 20mins, 12hours to get him to reply to me after i paid him is hardly "fast":

 

 

Him replying 9 hours later and I still have not received a single shit after I paid him:

 

 

All evidence have been given, I'll let the mods decide if it was a case of poor customer service or he was simply wanted to scam me but changed his mind after.

This deserves a TWC at the very least. and this guy shouldn't be allowed to do service on this forum anymore when he shows such poor attitude to his customers, taking the payment and just logging out of skype, and claimed they were "sleeping".

 

I will be leaving a negative feedback.  And I want a refund from him as I no longer want anything to do with him .

It has already been decided that he should be refunding you.
