Maybe your already shit CPU is dieing, i find it hard to believe you can even play anything with that CPU, do you have a gpu? Also what steam games are you trying to play.

Its most likely your comp is struggling to play even the most simple steam games, making it use all your resources on running the game thus creating a very slow comp.
