Do you have HDD or SSD ?

What do you exactly mean by slow? Low fps in games? If you want fast data reading/writing and fast boot times you should buy SSD. And Windows 8 lighter than Windows 7 and it takes more out of AMD processors, so you should install Windows 8.

No like, the fans are blaring out and the internet is slow as well as not opening as many programs as fast etc

Check your CPU temperature, if its too high clean fan.
