You can, but you have to have a credit card attached to your paypal account, wihch I don't have, because obviously I don't have a credit card.

 

EDIT: Attached a picture of what I'm talking about. It's in Dutch, but basically it means it says I need to attach a credit card to my paypal to buy runescape membership.

I believe it has something to do with fraud or whatever.
