Explanation: User promised me a firecape when I answered questions for him the user then refuses now that I am not apart of the service to do the firecape.  He promised me the firecape when I Won a contest.  Jolterftw has been hating me ever since I was talking smack about his girlfriend and now refuses to give me what I have earned

This evidence is Jolterftw admitting that he did indeed offer it to me but he does not want to give it to me.

If he decides he wants to withdraw what he has offered as a prize he may do so. Seeing as you were "talking smack about his girlfriend", I can sympathize with him. Pumpkin, you did not lose anything therefore this isn't a valid dispute.
