Cant get on website with normal ip adress

hi im a bit confused if i try to enter any bot related site like osbot, or something else like sythe or rsbuddy then it wont find it but when i use cyberghost vpn it works. did jagex flagged my ip or something or is it a virus what happened ??

my firewall is offline. when im on my ip adress it wont find any botting adress on the internet and when im on a privat ip it works i have no idea what happened it worked just 10 mins ago ...

Clear your cache and %temp% folder. What type  of internet are you on.

works again i have no idea how that worked xD did nothing and it works again nice thx for your posts :)
