Currently new accounts can't receive verification emails, as their system is down and they're attempting to fix it. I just talked to the Jagex mod, Mod Tyran, and he said this

I'm posting this so everyone knows they'll be unable to verify an email until this issue is fixed. 

it'll be back up in a few hours, probably less, Jagex doesnt like losing money. if anyone is selling accounts PM Me - looking for level 3s
