i had just purchased a few scripts and started tutorial island didn't bot it didn't have the scripts enabled and got ban multiple times i even changed proxies 3 different times, i created the accounts as well.

That is not the message for a ban tho, that is a message that your account has been locked, you have to go and unlock the account on runescapes webpage

if you get this message you need to register a email on the account

You probably received this Due to logging in from one IP to another, it’s the safety barrier they put in place to safeguard accounts, simply login to your account via the homepage and follow the procedure to getting that account unlocked.

Yeah it generally means you created the account on one IP then switched to a different one straight after. They automatically pick that up.
