Client Loads up Extremely small!

Been having this issue on my new PC, This client and any other RS client is extremely small and so are any windows that open up for Java... Wth

Seems like a graphics issue. try updating Graphics driver and playing with different resolution settings.

everything is up to date, Resolution settings does nothing..
