So your looking for someone to basically  power level an account that you create? if so i could do this for you in 7 days, however it would cost you $40 USD paypal and the membership cost for the account.(Membership must be applied first.) I'll supply all food/armour for the power leveling.

I got a lvl 77 combat with 1 prayer, 61 attack, 88 strength, 40 defence and the defence and attack are already quested.

There should be no problem getting 70 attack and defence with that strength.
