I'm having the same issue. I create the account on my proxy, run it through Tut Isle, then no more than 30mins into training it's locked. 

I also can't even get the confirmation email to make it to my fake email address from Jagex.

it could be the one of your proxies has a IP that is suspicious hence why that's happening
