no that is not correct if im not original owner once i send you email and pw change link i cannot recover the account. That is why oo are held liable when recoveries happen. The recovery process is based on the original ip an accunt was created on. you could ask other people aswell.

....If the account gets recovered and he doesn't help you get it back you report and if he doesnt get it back for you he gets banned essentially wasting $300 is how it works. however an account isnt going to get recovered by not the oo unless you dont change the password when I give it to you or you dont change the email when I give it to you.
