This is webwalker related, there are failsafes in place for this where after a while of trying it will first try to teleport to get 'unstuck' and afterwards drop the clue/stop depending on your settings. When I do easy clues, I get around 4-6/hour, depending on the length of the clues and luck with pickpocketing ham members.
