Seems like it didn't even cross their minds that big oceans also have big waves and slashing the open deck cargo is un-neccessary. 

 

Edit. Also wondering why in the hell are they carrying cars on a bulk carrier.. ?

Edit 2. "Whoever bought those cars signed a document allowing the cargo to be transported on ship's deck at their own risk."

I have no clue how this happened lmfao, I worked on the ships, all of them - chinese, russian, philippine - about 95% of the store cars inside them, and the ones who do store them on the top deck ALWAYS have securing chains. Basically each car is secured under each wheel, even if the ship turns over, cars would still stay in place lol.

If you have worked on a freighter you should know that that is a bulk cargo carrier. There are no attaching points for slashing on cargo hold hatches.
