In what way would this help with bans? OSRS banning system is almost entirely server based, what you're trying to prevent is client side banning.

Praying based on projectile ID won't work iirc because damage is calculate at animation

Tutorial bans are difficult to avoid. Just because the proxy is "fresh" to you, doesn't mean it hasn't been abused by someone else previously.
Yes but for the most part, residentials are, only in slim cases are they cheap.

That's a datacenter proxy, if you're wanting to bot tutorial island, I would recommend looking into residential proxies.
However, residential proxies can be quite expensive, so you're better off just buying tutorial completed accounts from another botter, as these accounts are quite cheap! -

1) unrealistic that you got '50+' 99s on another platform anytime recently, unless you're using a private one, even then I find it hard to believe, otherwise why would you return to osbot?

Generally in situations like these, scripters write the script and another user manages the farm (server costs, account replacing / bonding and whatever else)
